Under the direction of the Compliance Manager, the Recruiter/Trainer will recruit high quality resource parents for children by developing and implementing a comprehensive resource parent recruitment plan; will train or oversee training of high quality P.A.T.H. classes, conduct home study projects, and will maintain a caseload of Resource Homes in compliance with the Department of Children’s Services.

Qualifications

  • Bachelor’s degree in Marketing/Public Relations/Communications or Social Services field is required. 
  • Minimum of 3 years of relevant work experience is required.

Essential Job Functions

  1. Conduct research into existing recruitment plans and efforts, current resource parent needs and future plans for growth.
  2. Develop and implement a comprehensive resource parent recruitment plan based on sound research that builds on existing efforts.
  3. Actively recruit resource parents to include providing information on the various resource parent alternatives (foster, adoptive) to potential candidates. Special emphasis will be made on recruiting Level II families.
  4. Coordinate special events to recruit potential resource parents in order to meet the needs of the program.
  5. Interview candidates to obtain work history, education, training, and overall suitability to become a resource parent. Assists with conducting appropriate reference/background checks.
  6. Refers qualified candidates to Supervisor for approval.
  7. Creates a file and completes necessary paperwork on approved candidates to include communicating verbally and in writing with applicants regarding their status.
  8. Conducts P.A.T.H. training in rotation/conjunction with Residential Services Case Managers. Conducts home studies of P.A.T.H. participants as necessary.
  9. Projects yearly recruitment expenditures for budgetary control. Maintains expenses within established guidelines.
  10. Track success of the resource parents on a monthly basis, as well as track and maintain accurate recruitment records and statistics.
  11. Attend all new foster parent courses offered by the Department of Children Services (DCS) for private providers.
  12. Adhere to the DCS resource parent training guidelines regarding delivering training.
  13. Develop training calendars for 1st, 2nd, and 3rd year resource parents in order for foster parents to receive 15 hours of annual training. 
  14. Complete CPR & First Aid training for resource parents and staff.
  15. Complete annual assessments of all foster parents and adhere to the Kaliedacare database.
  16. Review DCS referrals and place children and youth in Porter-Leath foster homes and Sarah’s Place Residential on a 24 hour basis. Assess and place children and youth in respite beds. Navigate the DCS online data base TFACTS, for up to date information regarding referrals.
  17. Coordinate the resource parent recognition and foster children annual events. Manage grant for promotional items, resource parent and foster children events. 
  18. Maintain and order promotional items for recruitment events.
  19. Complete foster parent contracts and child narratives on all new foster home placements. Schedule and complete the initial visit within 24 hours when the case manager is not available.
  20. Contribute to team effort by accomplishing related results as needed.

  • Computer skills to include spreadsheets, word processing, database management and the internet.
  • Possess the ability to forge a mutually respectful partnership with persons served and their families, conviction about the capacity of people to grow and change, the ability to set limits and maintain the helping role of the employee and the ability to intervene appropriately to meet the needs of the persons served and their families.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is occasionally required to stand; walk; sit; and use hands to finger, handle, or feel. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and color vision. Work in a non-smoking area.

Special Conditions

This position requires a valid driver's license, a personal vehicle to travel locally to PL sites a minimum of 30% of the time, good driving record with appropriate level of automobile insurance. Ability to travel overnight if necessary.
