JOB SUMMARY:

Learns and performs semi-skilled and skilled work in the construction, maintenance, and repair of roads, bridges, rights of way, and related County infrastructure in a centralized or rural location; operates and maintains light and heavy equipment in the performance of the work; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS:

Road Maintenance Worker I is the entry-level class in this road maintenance series. Initially, under close supervision, incumbents learn and perform a variety of duties in the construction, maintenance, and repair of various types of County infrastructure. As experience is gained, responsibilities also include the routine maintenance of equipment associated with the work performed. This class is alternately staffed with Road Maintenance Worker II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meets the qualifications for the higher-level class.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills, and other characteristics. The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. The position may not be required to perform all duties listed and may be required to perform additional, position-specific tasks.

• Constructs, maintains, and repairs roadways and other paved areas such as parking lots and runways by cleaning surfaces, laying and raking asphalt, and striping and marking pavement;
• Chip seals roadways and assists with major repair projects.
• Cleans weeds, brush, trash, and other debris from roads, ditches, culverts, and other areas bordering County roadways, bridges, and similar facilities.
• Prunes trees and shrubs to ensure that roadway visibility and associated signs are unobstructed.
• Installs and repairs guard rails, traffic signs, reflectors, fences, and security barriers.
• Performs basic welding and braising as required for installation and repair.
• Operated snow removal and sanding equipment to clear County roads.
• Operates a variety of light and heavy mobile equipment, including trucks of various sizes, motor graders, backhoes, loaders, sweepers, rollers, and rock-crushing equipment.
• May drive heavy trucks to transport equipment to worksites.
• Services lubricate and perform preventative maintenance and repairs to rolling stock, equipment, and tools in an operable and safe condition.
• Loads and unloads trucks; picks up and delivers materials, supplies, and equipment.
• Maintains work areas in a clean and orderly condition.
• Operates rock crushing equipment and provides for the delivery of rock to various worksites.
• Ensures that roads, bridges, and related County facilities are in a hazard-free condition.
• Reports the need for maintenance.
• Observe safe work methods and use of safety equipment.
• Secure worksites from traffic hazards as necessary, and attend safety meetings.
• Perform traffic control for an assigned work crew.
• Maintains basic records of work performed.

Important:

• May instruct and direct the work of others on a project or day-to-day basis.
• Makes safety and road signs as required.
• Responds to emergencies during off-hours as required.
• Performs all other duties as assigned.

QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and ability required to satisfactorily perform the job’s essential duties and responsibilities.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S)

Knowledge of:

• Use and minor maintenance of commonly used hand and power road maintenance tools and equipment.
• Safe work methods and safety regulations for the work.
• Shop mathematics.
• Basic record-keeping practices.

Ability to:

• Safely using and maintaining hand and power tools related to the work.
• Making accurate arithmetic calculations.
• Reading and interpreting plans, maps, and instructions.
• Understanding and following oral and written directions.
• Performing heavy physical labor regularly.
• Servicing and performing basic maintenance on tools, equipment, and rolling stock.
• Preparing basic records and reports of work performed.
• Without working under close supervision in standard work situations.
• Work cooperatively as part of a team.
• Ability to use a smartphone.
• Ability to utilize phone and computer applications.
• Ability to use and assist users with remote meeting technology.
• Ability to embrace new technology to make the workplace more efficient.

EXPERIENCE, EDUCATION, AND TRAINING:

Any combination of knowledge and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and experience would be:

• Equivalent to graduation from high school and one (1) year of general maintenance training or experience.

Licensing and Certification:

• Specified positions may require possession of a valid California Class A or B driver’s license.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable employees with disabilities to perform essential duties.

• Strength and mobility to work in a typical field or shop maintenance setting, including operating hand and power tools; stamina to perform sustained physical labor, including standing, walking, climbing, and working in confined or awkward spaces; strength to lift and maneuver materials; and equipment weighing up to 90 pounds with proper equipment; vision to read printed materials; and hearing and speech to communicate in- person or over a radio or telephone.
• Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

Working Conditions:

• Work extended shifts or be called back in hazardous emergencies.
• Work with exposure to potentially hazardous paints, chemicals, solvents, and sealants.
• Work with exposure to heavy traffic.

All County of Modoc employees are designated Disaster Service Workers (through state law) (California Government Code §3100-3109). Employment with Modoc County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service work-related training as assigned and to return to work as ordered in the event of an emergency.

FLSA Status is dependent upon meeting the qualifications for the exemption test. All of the following must be met for the status to be Exempt. Upon meeting the exempt status, a certification form will need to be completed to accompany the Personnel Action Notification (PAN) form.
